Governance
The RCC operates in the strategic context of the Donegal County Council’s Culture Division. The RCC Director reports to the Culture Divisional Manager and works to the strategic goals of the Division.
Six goals are set out in CULTÚR LE CHÉILE: Strategic Plan for Culture Division 2022–2026 Services which are compatible with the goals of Making Great Art Work – Arts Council Strategy 2016 – 2025. The Division’s cultural priorities are also emphasised in a number of other DCC plans, including the Donegal County Council Corporate Plan 2020-2024, the Strategic Action Plan for Creative Entrepreneurship in Donegal, and the Donegal Local Economic and Community Plan 2023-2025.
The council’s finances are controlled by its Finance Department and all RCC transactions are conducted through MS4. Therefore at any time, reliable financial information is available to the organisation. There are controls at a range of levels – within the Culture Division, the Procurement Office, Finance Department staff, and through to external audit of year end local authority finances. Some additional information relevant to this section is set out in section 2.3.6.
The Culture Division aims for consistency across policies and has ensured a key place in the Donegal Tourism Strategy and the Donegal Age Friendly Strategy, amongst others. More recently, Donegal’s Creative Ireland Culture and Creativity Plan 2023– 2025 sets out 5 strategic priorities which again are consistent with existing priorities.
